About BTR

Who We Are

BTR Defense Strategies LLC is a U.S.-based advisory firm operating at the intersection of defense policy, industrial strategy and transaction execution. We advise governments, prime contractors, investors and emerging technology companies on how to navigate – and capitalize on – a defense-industrial base that is being reshaped in real time.

Our team combines senior diplomatic experience, corporate and transactional legal expertise, direct relationships across major defense OEMs, government regulatory backgrounds and hands-on industrial operating experience – the range of perspective required to move an opportunity from concept to closed transaction to fielded capability.

How we work

BTR’s value begins with relationships: a network spanning allied governments, prime contractors, investors and emerging technology companies across the Middle East, Europe, Africa, Latin America and the Indo-Pacific. But the work is never generic business development. Every engagement is tailored to the specific mission, market and regulatory environment at hand, whether that means opening a new sales channel, structuring an in-country partnership or helping a government build domestic industrial capacity in coordination with global OEMs.

Our team includes attorneys and regulatory professionals with direct, practicing experience structuring export-controlled and cross-border transactions – not simply people who generate introductions. Clients get seasoned judgment on what can be done, how it can be done lawfully and how to build a transaction or partnership that holds up under scrutiny from day one.

Our team

BTR’s bench combines senior legal, diplomatic, regulatory and industrial-operating experience:

Market access and statecraft – Business-development leadership for major defense OEMs across Europe and the Middle East; nearly four decades of U.S. Foreign Service leadership including an ambassadorial posting; seventeen years leading a bilateral U.S.–Gulf business council.

Legal and regulatory – Three decades of corporate and transactional practice inside international law firms; counsel to sovereign governments and Middle East sovereign wealth funds; senior service at the SEC and earlier service in the Commerce Department’s International Trade Administration; general counsel and chief compliance officer experience across ITAR-registered and regulated platforms.

Transactions and finance – Sovereign and institutional banking in the Gulf; Fortune 100 management and technology consulting; buy- and sell-side transaction experience from both operating and investment seats.

Operations and delivery – Large-scale industrial and EPC program management; international freight-forwarding and logistics; brand and communications leadership including two founder-side exits; working fluency in Arabic, Greek and Spanish.

This bench is supplemented by an invitation-only network of senior operators, investors and former government and military officials who extend our reach and sharpen our judgment on behalf of clients. Detailed biographies are available to counterparties on request.

Why BTR

Why clients engage BTR

Clients engage BTR when the mission requires more than access to products, suppliers or capital: the judgment to know which relationships matter, the network to reach them and practitioners – among them practicing attorneys – who know how to build a deal that holds up under scrutiny long after it closes.
